Some documents provided by Xilinx say that the drivers should be on the USB Drive provided with the FPGA in a folder called 'Drivers_and_tools', but there isn't one on mine. I installed IDS 12.3 on a Window 7 64-bit machine recently. The JTAG cable driver is installed with the IDS installation.
